I wouldn't say that it's NOT #24, it's just the 4th issue as Chamber of Chills.

There are two issues numbered #24. Chamber of Chills continued from Blondie Comics starting with 21-24 in 1951, according to the GDC. However, GCD also says Blondie continued as Daisy and Her Pups from 21 up! check it out

Then Harvey renumbered the remaining run of Chamber of Chills as 5-26. The numbering sequence ended with Chamber of Clues 27 and 28, a detective-suspense title.
